Depending on the version of windows and where the CAPI is being run from, it's possible that the reason the data is not there is due to permission issues with the OS. Since Windows 7, and I think since Windows Vista, programs have required Administrator privileges to write to C:\, but have not needed permissions of this kind if they are in a User folder (like C:\Users\Jonathan\Desktop).
If you can try running the CAPI application from a location that isn't in the root of the system drive, you probably won't encounter this problem. Otherwise, you may need to run the CAPI app as an Administrator. (Right click --> Run this program as an Administrator)
