How do I add a prohibition in which the attribute is not in ascending order?

I'm adding in my prohibitions and cannot enter one because it's not in ascending order. Eg:

Att.    Lev.          Att.    Lev.
4        3               8       1

...is okay, however

5       1               4         2

Will not let me. How do I create a prohibition  for an attribute which uses a lower (not ascending) attribute???

If you are using the advanced prohibitions window, then the attributes need to be in order.  So, you would do 4/2 and 5/1.

So effectively it doesn't matter which way around the attribute and level are when selecting them, it just stops that pair being together? Correct?
No, the input requires them to be listed in order of smallest attribute prohibited with largest attribute
