"0" values in answer choices when script was designed specifically to prevent that?


We have collected data on a sample of about 100 subjects, longitudinally, every six months  for 7 years using Ci3.
I wrote the script so that "0" would not be an allowable answer choice.
Ex: "How many times have you.........?
 1. 0 times
 2. 1 to 2 times
 3. 3 to 4 times, etc"

However, now that the data sets are finalized after data collection, we are finding "0"s on 10 of the subjects' answers. Can anyone explain this?
Is it possible that, for any missed/omitted answers, the program would attribute a "0" to missing data after export?

Any help is much appreciated.
