How to create complex maxdiff design?

I have a maxdiff design with 14 items. Item 10-14 should never appear together on a set,  but one of them should appear in each set. Apart from this the design should be reasonable balanced.  

Is there a way to do this without manual coding in excel? Is there an R package perhaps?

Sorry,  but I think this one is going to require some brute force manual recording in Excel.  The R packages for experimental design are pretty simplistic.

I took a look at the designer in Ngene, and I think there, too, you'll end up with the manual recoding. Preventing 10-14 from showing together is pretty easy but forcing exactly one of them to show is the part that isn't built into any designer I'm aware of.
