Skip logic for Null vs zero

I’m trying to figure out how to get the skip logic to skip to the proper question.  Here is what I am trying to accomplish.

Question 21 (Q21) is programmed in free format.  There are 2 responses YES and NO. The response of YES gets coded as 1 and NO coded as 0 (zero).  The user may click next without clicking on either response.  If they user answers NO, I need to skip to Q31.  If they don’t click on either response I need to go to the next question (Q22).  

The skip logic I tried was: Q21_R1 = 0 skip to Q31

I was thinking that if the user didn’t click on either response, then Q21_R1 would be null.  With the logic I have now, the user goes from Q21 to Q31 if they click NO(this is want I want) or if they don’t click on anything.

This may be a simple programming issue.  Any help would be greatly appreciated.

Try including the function ANSWERED() in your skip logic, something like this:

ANSWERED(Q21_R1) AND (Q21_R1 = 0)
